Daryl Gates, who created a vast intelligence apparatus to spy on Angelenos and to help the FBI and CIA monitor Americans in an end-run around the post-COINTELPRO spying scandal limitations Congress had set on domestic spying, used the cover of a bogus anti-drug campaign placing cops in schools as “teachers,” turned unwitting children into informants on their own parents, resulting in ruined lives and families.

Note: The author of this short intro was a founding editor of the Los Angeles Vanguard, a short-lived but feisty left alternative news weekly published in 1977-78 in Los Angeles. The publication , awhich broke a number of stories about the LAPD, including the frequent shooting of unarmed mostly black people, and about its sping on citizens, was targeted by Daryl Gates’ Public Disorder Intelligence Division (PDID). Three Vanguard editors staff members, myself journalist Ron Ridenour, and managing editor Tom Thompson, were personally spied on by a young undercover LAPD “red squad” cop named Connie Milazzo. All three of us were paid damages along with many other spying victims and targets by the City of Los Angeles in a costly settlement of the case with spying victims.
